Priority One Billing LLC was founded by its co-owners, Scott Bowman and Ellen Nooney, after having worked for two decades together in non-profit and municipal EMS administration, compliance, billing, and revenue management.

Having worked in these fields for over twenty years and seeing firsthand the struggles of EMS agencies to meet the increasing demands of operations with stagnant revenue streams, our founders decided to make a difference for those agencies.
